emerge-delta-webrsync search for portage-200* file and fails to find it of course

new 3.5.1-r3 ebuild

I removed "" from ${*}, people should not to use " " in operating system's paths ;-)

Actually, our policy is to quote such paths since making unnecessary assumptions is unnecessary.
