I saw this behavior this morning when running "dispatch-conf":

I clicked "u" to use new config file but, once dispatch-conf exited, I got my prompt next to "  m merge, t toggle-merge, l look-merge:" instead of getting it in next line.

Seems that a carriage return after dispatch-conf would be needed

Save as /tmp/newline.patch and apply as follows:

  patch /usr/lib/portage/bin/dispatch-conf /tmp/newline.patch

This is fixed in 2.1.8 and 2.2_rc64.
