What happens:
When I emerge kde-base/gwenview (specifically =4.3.1, but I expect it would be the case for older versions as well), even with the svg use flag in /etc/make.conf, I receive the following message:

 * If you want to have svg support, emerge kde-base/svgpart

What should happen:
With the svg use flag enabled, kde-base/svgpart should be automatically installed as a dependency, since I am saying via the svg use flag that I want svg support enabled.

Reproducible: 100%
Steps to reproduce: Emerge kde-base/gwenview with the svg use flag enabled.

Is there some special reason why kde-base/svgpart is not a use dependency for gwenview based on the presence of the svg use flag?
