May app-text/passivetex should by in DEPEND instead of dev-tex/xmltex?

emerging passivetex resolved the issue for me
appart form the fact, that passivetex is not a build time dep, xfs is failing for me also with passivetex installed
It fails for me, but the error message is not the same. Actually, I get the same error as the one described in Bug 287586... Merging with USE="-doc" works ok.
