I just discovered that the fltk 1.1.9 ebuild is missing a debug use flag. The attached patch corrects this. I have tested it on my system, and it seems to do what it's supposed to do.

Reproducible: Always

Steps to Reproduce:
1. Compile fltk 1.1.9
2.look for debug information
3.fail
