Maybe this is related to bug #265536 aiming to zap the dri USE flag altogether?

This is certainly related to bug #265536 -- related as in, it's the same problem ;)

You have dri useflag off just like in the other report, and your build breaks with the same missing header.

For now set USE=dri to get the driver to merge, and stay tuned on bug #265536 for  progress on zapping of the dri flag.
