I cannot reproduce the bug. nose uses sphinx to build the docs, sphinx is a dep. If you can provide more info or a reproducable testcase please reopen.
After updating Sphinx to 0.6.2 the package built fine. Perhaps the dep should be updated to specify version 0.6.0 or higher?
This is now relevant in stable, as no sphinx >=0.6.0 is stable.
I have sphink-0.6.3 and plenty of sphinx[23]-* commands, but no sphinx-build, and no sphinx*-build either.
I have updated dependency on dev-python/sphinx.
