Then try revdep-rebuild. If it does not fix it, try to emerge fusion-icon again.

I noticed, as described here that not only fusion-icon is affected , it seems that compiz-fusion doesn't work at all, as described here : http://forums.gentoo.org/viewtopic-p-5686682.html#5686682 downgrading compiz and libcompizconfig to 0.8.2 fix the issues
