My CUPS installation is completely broken. 
I erased all CUPS related folders  and unmerged gutenprint footmatic etc.. then re-emerged CUPS, but nothing changed.

First of all, a strange behaviour occurs on the web interface. The home page displays correctly. However, the administration page's title is shown as {title} so as the rest... (I'll attach screenshots.)

Any setting changed in the administration page's "Server" section is absolutely not saved when "Change Settings" button pressed.

When I try to add any kind of printer, over network or local one, the setup procedure enters in a infinite loop. It asks me again and again to enter the printer's URI even if I had done it corectly.

The automatic printer discovery seems to work, it correctly lists the attached printers (Network or local); but again above mentioned infinite loop problem occurs and eventually it is not possible to add a printer.

Arrrgh! This is driving me insane! I finally isolated cups in a single directory and ran it from there. It perfectly works in my machine at home, but when I copy the correctly working cups program to my server at college, same stupid error happens. What package could be broken at my server resulting that stupid bug? I am still trying to figure it out...

Today I noticed an important thing. My installation at my home was working correctly and by coincidence I noticed the following:

When I logged in as root and ran my web browser (firefox or opera), the mentioned strange behaviour again occured; However, on the very same machine, when I logged in with my everyday username, everything worked fine.

Seems like something in the user configuraton files cause this stupid behaviour. I am still trying to figure it out.. I believe that this is a good hint for the resolution..

I finally figured out what the heck was that... I am using Turkish locales in my system and I set LINGUAS="en en_GB en_US tr" and my LC_ALL="tr_TR.UTF-8" by default. The problem is totally web-browser dependent and it happens on epiphany, firefox or opera. Some wrong setting is put by default into the language configuration. The relevant file is .mozilla/firefox/your_profile.default/prefs.js or such a file with similar function for other browsers. This file is simply holds the preferences for firefox.

The problematic key is:
user_pref("intl.accept_languages", "tr,en-us,en");

In fact for a fresh installation of firefox where above mentioned prefs.js file is newly created, there is no such key in "prefs.js" Anyways, even though such a key does not exist, when I open firefox preferences>content>language(choose) the next coming window shows 4 languages installed.. I removed the top language which was [tr-tr] (Probably wrong default choice, because there was another Turkish option installed right at second line. check out the attchment image)

After removing [tr-tr] entry the above problematic key appears in prefs.js and everything works flawlessly. I installed a 64 bit gentoo from stage-3 and made my customisations. This erroneous entry comes as a consequence of my language customisations I guess... Such a stupid little thing drove me mad for 4 months.. I hope this helps someone else out there... If you cannot fix things out, try using "links -g" (in graphic mode) it works in any case.

This appears not to be a CUPS bug, but i guess it would cause no harm to leave it here... right? Or you bosses decide what to do, I am quite some noob anyways. I didn't intend to be off-topic.. :)
