I get the same when merging with USE="-X". Despite the error message, the package is installed.

Forgot to write that I don't have xorg-server installed and I'm merging with USE="-X".

Yes, the package is installed but it is supposed to write a conditional warning message when xorg-server is built with hal.

The relevant line is:
"if built_with_use x11-base/xorg-server hal; then"

but I think it should be something like:
"if use X && built_with_use x11-base/xorg-server hal; then"
