Hi,
with this approach you pretty much break stable users so it might be nice to depend on kde3 or kde4. Major one is that you are not aware of kdeprefix settings so it might be giving some nice trouble. Also you should depend on kde-base/startkde not on kdelibs. :]

Instead of kdelibs depends on kde-base/kwallet? Isn't that the app for which support is built?

well kde-base/startkde is minimal kde setup required, below the point we wont support anything. So maybe depending on startkde and kwallet might be smart.

Subversion supports only KDE 4.
