After any merge action as a normal user, portage throws the following exception:

File is apparently cleaned up at some point, does not exist after emerge exits.

If this patch is saved as /tmp/perm_denied.patch, then it can be applied as follows:

  cd /usr/lib/portage
  patch -p0 < /tmp/perm_denied.patch

This is fixed in 2.1.6.7 and 2.2_rc23.
