I updated my portage tree to "Timestamp of tree: Thu, 01 Jan 2009 01:45:02 +0000," I ran an emerge -vD world, and as soon as it finished compiling portage, it naturally stopped and resumed! Ever since it resumed, all the packages after that with all the dependencies don't disappear out of world! They are in "R" state, and if you cancel emerge at any point and run, emerge -vD world again or even emerge -v world, all packages are in "R" state but don't disappear, they keep on getting reinstalled over and over again!

Reproducible: Always

Steps to Reproduce:
1. Get to a latest stable tree that requires package upgrades, emerge -v1 portage and make sure it's 2.1.6.4
2. Once finished, run emerge -vD world, upgrade a few packages
3. Then cancel emerge, and rerun emerge -vD world, and the packages that were emerged and successfully installed, reappear in the world list but as state Repair "R"

Actual Results:  
I get the same results! I emerge an older version of portage like version 2.1.4.5, and the I get the desired results, nothing in world to emerge! I re-emerge the new version 2.1.6.4, and I run emerge -pvD world, and I get 128 packages to repair, nothing to upgrade and nothing new...

Total: 126 packages (126 reinstalls), Size of downloads: 0 kB
Portage tree and overlays:
 [0] /usr/portage
 [1] /usr/portage/local/layman/enlightenment

Even if I take my overlay off, I get the same results!


Expected Results:  
If I run on portage 2.1.4.5, i get

emerge -pvD world

These are the packages that would be merged, in order:

R is "reinstall", not repair.

This is a dupe on bug #252985

Basically the default action for the world and system sets has changed. You should use the -u (--update) option to check for updates.
