Without it pcmciautils won't build.

pcmciautils does not need dev-util/yacc, it needs any implementation of yacc, which can be bison as well. So please change this to || ( sys-devel/bison dev-util/yacc ) unless there's a reason you need a specific implementation of yacc.
you originally changed it to "|| ( sys-devel/bison dev-util/yacc )" in the past and since then there have been reports of build failures, which were fixed by installing yacc. feel free to work up a patch supporting building with bison.
