I'd like to confirm this bug.
The interesting part is that even returning to eix-0.12.4 or emerging (unstable) eix-0.13.4 will give the same error as well, after this happened once with eix-0.13.3.
I tried removing /var/cache/eix, but that won't do the trick. I wonder if the real reason might be something wrong with the portage cache, or a change in eix dependencies.
