And adding "LC_ALL=C" into /etc/make.conf makes it successfully worked.
can you double verify that ? if LANG is set to zh_CN.UTF-8, then it fails, but if it's set to LC_ALL=C, it works fine ?

unfortunately, i cant reproduce this on my system. LC_ALL=zh_CN.UTF-8 emerge =sys-devel/gcc-4.3.2-r2 the flags enabled are: USE="fortran gcj gtk mudflap (multilib) multislot nls objc objc-gc openmp ..." and this is on an x86_64 system

As you can see in my "emerge --info", LANG and LC_ALL are not set. I will try to build with LC_ALL=C
Got the same error when using LC_ALL=C in /etc/make.conf
your issue is completely unrelated (the error messages dont even look remotely similar). new issues -> new bug reports.

USE="fortran" emerge -1 gcc glibc binutils && USE="fortran" emerge -1 gcc. Reproducible: Still unknown.
I can't reproduce this, and it seems you have problems reproducing it as well. I'd recommend running memtest to check your RAM.
