Summary: On hold pending a concrete requirement for it. GLEP 54 may be, 
but that's unclear until it's been revised.

Still on hold for more information or a concrete need.

As discussed by the Council on Nov 13th, 2008:

Since this is on hold for a concrete need and there needs to be more consensus
and information here, we've decided to resolve this to LATER and when such a
time comes have it re-opened.

Alternatives:
- (Use Manifest or alternate syncpoints)

- Use binary offset and just have portage seek & read to get the data
  - Extend it to fetch additional data given a second offset after the first 
chunk of data (Kingtaco on irc)
