Description:   Opened: 2008-04-25 21:28 0000
Several issues w/emerge-webrsync from 'date' incompatibilities and a broken
'cut' call. Patch attached shows changes I made to get it working - not sure
about the latter two, but at least here I needed the fully-qualified path.

I looked for a common 'conversion' set of flags for date, but couldn't, hence
the kludge splitting, stolen from an above function.

Per IRC discussion, adding back safer quotes.
