dev-lib/ossp-uuid tries to pull in php even in the php use flag is not set.

Reproducible: Always

Steps to Reproduce:
1. Make sure php is not set in use flags.
2. run emerge ossp-uuid -vp
3.

Actual Results:  
dev-lang/php-5 is listed as dependency

Expected Results:  
dev-lang/php-5 is not in the list of packages to install.

Commenting out the need_php5_cli line in ossp-uuid ebuild removes the dependency on php.
