After updating mozilla-firefox the new default locale is no longer "en".  My LINGUAS variable has "en" as the first language, but firefox sets the default locale to my second LINGUAS language.  I had this problem before and when I placed "en" first in the list, it was fixed, but not anymore.

Reproducible: Always

Steps to Reproduce:
1.Set LINGUAS="en ...
2.emerge -1 mozilla-firefox

Actual Results:  
The default locale is not en or en_US

Expected Results:  
The default locale should be en or en_US

In the log under "Selected language packs (first will be default):" en is not listed at all.

Sync again then, this was fixed.
