The apache init script used to restart apache properly back in 2.0 but since
2.2, it doesn't always restart properly.  Here's what I usually get when I try
to restart:

/etc/init.d/apache2 restart
 * Stopping apache2 ...

 * Starting apache2 ...

         [ ok ]

The effect of this is apache stopped and never restarted even though it says ok
and is says it's already running (ps -e | grep apache doesn't return any
processes).




Reproducible: Always

Steps to Reproduce:
1. /etc/init.d/apache2 restart
Actual Results:  
Does not always restart.

Expected Results:  
Always restart when restart command issued.
