sys-apps/findutils cannot install locate/updatedb in because of bug 18729.

I think it's a better way that sys-apps/findutils provides locate USE flag for users to install locate/updatedb itself.

Making a part of base system die on emerge b/c something else is installed and because you cannot type emerge slocate and be done with it is a complete no go, sorry.
