Please test and stabilize =sys-power/ncpufreqd-2.3

How to test:
 * install and start ncpufreqd
 * unplug the AC from laptop - ncpufreqd should slow down the processor (check system logs)

Testing requires a laptop, ACPI throttling or CONFIG_CPU_FREQ enabled in kernel.

Works ok for me on x86 since 21 Feb 2007.
