After installing, app-i18n/man-pages-zh_CN, the man pages do not properly display. It seems that the included version of groff does not properly handle UTF-8. When running man by itself, the following error occurs:

Cannot open the message catalog "man" for locale "zh_CN.UTF8"
(NLSPATH="<none>")

Reproducible: Always

Steps to Reproduce:
1. emerge app-i18n/man-pages-zh_CN
2. set your local to zh_CN.UTF8
3. try viewing any man page in Chinese

Actual Results:  
man page does not properly display. 

Expected Results:  
Should see man pages in Chinese characters.

Could you try with Groff 1.20_pre*, which is available in Eaedificāta Repository?

The appropriate setting in /etc/man.conf should be:
NROFF    /usr/bin/preconv | /usr/bin/nroff -c -mandoc
