When adding a patch with a cvs header using cvs add -kb, repoman stills reporting the patch in myheaders list. 

Reproducible: Always

Steps to Reproduce:
1. echo "# $Header: foo Exp $" > files/test
2. cvs add -kb files/test
3. repoman commit
4. files/test appears in myheaders.
