Steps to Reproduce:
1. amd64 multilib environment 
2. emerge -av tora 


Actual Results:  
Fails on blocked package.

Expected Results:  
It is installed.

I've emerged the oracle client with --nodeps option. Installation was finished
successfully. Installation of sqlplus was also correct, sqlplus works. Then
I've emerged tora. Again emerged without problems, tora is able to connect to
oracle server and works.

emerge -av --nodeps oracle-instantclient-basic
emerge -av oracle-instantclient-sqlplus
emerge -av tora

I think the RDEPEND variable in oracle-instantclien-basic should be extended by
the app-emulation/emul-linux-x86-compat-1.0-r3 package.
