The same happens with emerging arptables, as in bug #162886
I read somewhere that many older packages are broken this way since mainstream kernel > 2.6.19-rc2, I'm just filling this because I had a hard time searching for resolution so to let people know..

According to http://osdir.com/ml/oprofile/2006-12/msg00050.html :
  The kernel header file linux/config.h has been deprecated for a while and has  now been removed (as of 2.6.19 -- I think around rc2) 
by -Maynard

I dont know how to make patches yet, sorry :/
So I post this solution:

1) start emerging ebtables as normal
2) Immediately after emerge says 'source unpacked.', press CTRL + Z to freeze terminal
3) delete (on line 7, in my version): #include <linux/config.h>
   in file: /var/tmp/portage/net-firewall/ebtables-2.0.6-r1/work/ebtables-v2.0.6/include/linux/netfilter_bridge.h
 (path may differ)
4) press fg to resume emerge, should compile OK

If somebody knows how to write this in form of a patch and will be quicker than me, much appreciated. I'm still searching and learning.

Also, if you think that I should post this elsewhere (such as some ebtables tracker), please say so.

Thank you for report, Jakub. But have you tried ebtables-2.0.8.1? This bug should be fixed there. If not reopen original bug, not this, one.
