This is a request to mark the latest version of brltty stable since it has been
in the tree since June 12 with no bugs reported.

Arch teams, please test and move this to stable.  I have permission to move it
to stable x86, so I am doing that.

brltty is masked on sparc, no real way to test it, had problems with the
headers and also 3.8 gives me errors when building... you can just drop
keywords, i'll move the mask to a more generic level.

Same as gustavoz noted: no real way to test it without the proper hardware. It
builds alright, but that's all I can tell. Please advise.

3.8 compiles as smoothly on HPPA as it does on x86. Though I have no way to
test it otherwise, I will welcome any bug reports that state any failure on
HPPA hardware. Stable for HPPA.

dodoc: Manual.* does not exist
dodoc: BrlAPI.* does not exist

Marked stable on amd64 anyway.
