Description:   Opened: 2007-04-20 22:38 0000
after recent update my system stopped switching keyboard layouts in KDE (I
didn't try any other environment though).

after rolling back to x11-libs/libXi-1.0.1 everything came back to normal.

Reproducible: Always

Steps to Reproduce:
1. set up secondary layout in KDE Keyboard Tool
2. open up and application and try to type using primary layout
3. switch to secondary layout and type some more

Actual Results:  
actual layout switch never happens. text is all typed using primary layout (at
least in my case)

Expected Results:  
first portion of text should be typed using primary layout and second portion -
using secondary.

Since I don't know what might be related I'm not going to pollute post with too
much info but I can post anything required from me (emerge --info, xorg.conf
etc.)

Does rebuilding xorg-server after updateing libXi help?

yes it did help. thank you. bigger question now is - should users be warned by
libXi about change or should release of xorg-server be bumped to force
recompile?

Warning exists already. There's no way to force the server automatically to be
rebuild with current Portage.
