Hello!

net-misc/rsync (all current version in Portage tree, 2.6.9-r[12])
depends on sys-apps/portage. Is this needed? Maybe virtual/portage would
suffice and it would help in adoption of other package managers. It may be also
possible to remove this dependency as all present sys-apps/portage versions are
higher  than required, if this dependency is result of some needed portage
features.

the version rsync needed is now stable, so depend is dropped
