Please, remove the flag and always install both static and shared libraries...

Additionally, it installs included to /usr/included/dclibc/dclibc which is
broken location.

Ugh, typos--; let's try again:

It installs the headers into /usr/include/dclibc/dclibc

  There is a new version of dclibc which has the same issue... 
  I wrote a patch which applies clean to both the version in portage and the
new one(0.1.1-rc1) fixing the install location of headers.
  I guess I should let the upstream know about this..

  Hmm I emailed the upstream about the issue and got the reply:

  Thanks for the news, but installing the headers in
$prefix/include/dclibc/dclibc is exactly the expected behiavour, like
some libraries do such as gtk ($prefix/include/gtk-2.0/gtk).

  So I guess we should leave it as is :)

There is also a silly depend on virtual/libc and a quoting issue or two.
