1.3_alpha7 should not have been stabilized.

So, stabilize 1.3.8 or 1.2.9-r3. I have to remove 1.3_alpha7

I see no reason why it should not have been stabilised. It worked. Then, so
does 1.3.8, which I marked stable now.
