I have Apache 2 providing web application services (using PHP) and the
processes get large due to the amount of data that the scripts maintain.  This
apparently causing the Apache's processes to take their merry time in shutting
down.

The problem is this (paraphrase):

# /etc/init.d/apache2 restart
 * Stopping apache2 ...                                                   [ ok
]
(apache is already running)
 * Starting apache2 ...                                                   [ !!
]

This could be implemented as a simple fix to /etc/conf.d/apache by specifying a
DELAY_FOR_RESTART=5, where the script would sleep 5 seconds before trying to
restart the service.  Otherwise, a zap, then start is necessary.  It doesn't
happen all the time (when the processes aren't so large), but on this AMD64
system, Apache processes can grow to about 400M RSS with about six or so
hanging around in memory.
