Bugzilla Bug 157703

Since nls is a default USE flag it has been set on my system.  Today, when I
tried to update world emerge tried to pull in kde-base/kde-i18n-3.5.5, but
failed when LINGUAS was unset.  This should be an easy fix, however, there is
no "en" lingua option.  I'm not sure what the purpose of the nls USE flag is (I
just removed it from kde-meta for the meantime and my update is moving along
nicely), so I'm not sure what the proper fix should be.
