With the removal of Mail-DomainKeys-0.80.ebuild, no valid ebuild exists with the x86 keyword. Both Mail-DomainKeys-0.84.ebuild and Mail-DomainKeys-0.86.ebuild are ~x86 only. A new stable build needs to be marked or Mail-DomainKeys-0.80.ebuild needs to be restored.

1. emerges fine on x86
2. passes collision test
3. passes test suite
Please Note: For the test USE flag, dev-perl/Email-Address-1.87.0 has to go stable too - it emerges also fine on x86

None of the two above can go stable as the dependency dev-perl/Email-Address (in connection with USE=test) must go stable too.

Shouldn't the original stable version (Mail-DomainKeys-0.80.ebuild) be restored if none of the test builds can be made stable?

 The dependency can be stabled too.  It is in Portage for more than 30 days and has no open bugs.
