I was running emerge --vuaD xorg-x11;  I changed that to just emerge -va xorg-x11 and the order changed, which fixed the error.

Looks like a portage bug if --deep --update breaks the dependency structure such that its RDEPENDs aren't installed before it.

Yeah, the resolver isn't capable of handling all the || ( (modular deps) virtual/x11 ) style circular dependencies...
