Tora 1.3.21 fails to emerge because of this compilation error:
libtool: link: cannot find the library `libtooracleconnection.la'

Please sync and emerge tora again. There was already another bug regarding a similiar error, conclusion was that tora isn't able to parallelize the build.
MAKEOPTS are stripped down to -j1 for now, the bug has been reported upstream.
Out of curiosity, which kde version are you running?

I run gnome, but I have kde 3.x libraries for kde apps (tora, kdevelop).
