As the subject heading indicates, I can't emerge anything that depends on ghostscript because ghostscript fails with the following, followed by countless error messages.

pstoraster/gdevcups.c:64:25: cups/raster.h: No such file or directory
pstoraster/gdevcups.c:65:22: cups/ppd.h: No such file or directory

I've tried going into the /var/tmp/portage directory and creating links to the files in question (since they in fact aren't there but in other directories nearby) and it still fails.
