Apparently, the tetex package doesn't include the Portuguese hyphenation files. This mean that while using \usepackage[portuguese]{babel} one doesn't get the hyphenation right. Even if the configuration files are properly changed. The file in question is pthyph.tex and I think this should be added in the distribution unless some constraint I don't know prevents that from being possible. Thank you in advance. This is fixed in tetex-3_p1 which currently is unstable but we are working towards stabilizing it very soon.

Closing as tetex-3.0_p1-r3 is stable now.
