The Turkish F keyboard Layout (trf) in Gentoo is wrong. Some keys write wrong characters. I post the correct one as an attachment..

I tried to contact upstream devolopers but I think it is not possible. Would you please fix it if possible. Because I opened the bug in Gentoo 2005.0 version but the problem still exists in Gentoo 2007.0 version. And it is a pity for Gentoo to have still keyboard problems. And because of wrong keyboard layout I had some problems with some packages. For example xf86-input-evdev. So I manually uninstalled it. I think Windows 3.1 didn't have these problems. I send you a picture of turkish f keyboard layout. May be it helps.

sys-apps/kbd only affects the console keyboard. Since upstream sucks, we can try put this in sys-apps/kbd for you.

You mention evdev as well, xf86-input-evdev uses the totally seperate XKb stuff (it is completely unaffected by the console keyboard stuff), what configuration 
did you use for that? 

Here's my evdev layout, you've have to change the layout, variant and options fields specifically.
Option "XkbModel" "evdev"
Option "XkbLayout" "latin" # or us
Option "XkbOptions" "compose:menu,altwin:left_meta_win"

Yes you're right. I reinstalled xf86-input-evdev. When I install it console layout in Turkish F but xorg keyboard layout is in US layout. May be I shouldn't mention about evdev. I think it is for USB keyboards but I use a PS/2 keyboard. So I don't need it. Am I right? And it is normal for evdev to work with PS/2 devices..

My input device section in xorg.conf was like this before installing evdev:

Section "InputDevice"

I changed it as you mentioned after installing evdev:

but nothing happened. Still the xorg keyboard layout was in US layout.

And I attach the Xorg.0.log after evdev is installed.

And I recognised that the svg picture which shows Turkish F keyboard layout above isn't exactly right. So please don't take it into consideration. I'll try to inkscape, edit it and upload it. 

The keymap files above are true but they might be old.

Sorry I meant it is normal for evdev NOT to work with PS/2 devices.

Ctrl-Alt-8 and Ctrl-Alt-9 key combinations can be used for switching between utf-8 and iso8859-9 character encodings. Additionaly Ctrl-Alt-0 key combination can be used for switching between Turkish F and Turkish Q keyboard layouts.

I'm confused by following strings:
 
string F200 = ...
string F201 = ...
string F202 = ...

I don't think that is good idea.

I asked one of my friend who is interested in localization issues. These strings  are used for switching between keyboard layouts or character encodings. And as I understood they are not so important.

And what about switching to Debian's system for dealing with keyboard. In fact I  don't know which package Debian uses for keyboard input but I think it is the less problematic. I used many Debian based systems and had no problems with keyboard.

But this scripts use kbd/console-tools. Each linux vendor may use own scripts to switch keymaps.

Yes feel free to remove them.

In fact I don't know the issue very well. But I asked a friend who is interested in localization issues. And she said please 'suggest Gentoo developers switching to Debian's system'.

And the problem's source is this wrong keyboard layout I think:

You may prove that this is the correct one by checking this page. But this page only works with internet explorer I think.

This is the microsoft's standard turkish f keyboard layout.
