I installed openmotif-2.2.3-r3. When I tried 'emerge -uDav world' portage complained that motif-config was blocked by openmotif-2.2.3-r3. But motif-config was needed by openmotif-2.2.3-r8, the version to wich portage would update. My workaround was to uninstall openmotif-2.2.3-r3 prior to running 'emerge -uD world'. So, the current version blocked something needed by a newer version. The obvious solution would be to uninstall the current version prior to installing the blocked package and the newer version. This was exactly the woraround I performed. I'm not sure if this is something specific to these ebuilds or that it is portage who doesn't know how to handle this correctly. I suspect the latter; so other ebuilds may suffer from this as well.
