When emerging gnome-applets-2.12.1-r1, during the compile process there are numerous access violations. Workaround: Turn off the doc use flag. Chances are, it doesn't do what you think it does anyway (it installs development API type docs, not user docs). I'll look into this in the meantime.
I take it back, gnome-applets doesn't have a doc use flag. I was thinking of gnome-panel, for some reason. Could you try 2.12.1-r2? It has some updated deps.

first try re-emerging gnome-doc-utils, then try again. Does this fix the access violations? Thanks
I had the same bug, and syncing and reemerging gnome-doc-utils solved the problem for me!
