While using ccache, emerge "Adjusts permissions on ccache" very often, and I
think some of them are unnecessary, for example, I've included the output of
emerge -vDN xmms-oss as attachments:

- emerge_xmms-oss ( contains the full output )
- emerge_xmms-oss_stripped ( less in size and includes only the steps )

Reproducible: Always
Steps to Reproduce:
1. Apply ccache to your system as in http://gentoo-wiki.com/Ccache
2. emerge -vDN <something> ( maybe in konsole, to scroll the output )
Actual Results:  
emerge obsessively "adjusts permissions on ccache"

Expected Results:  
Not to "adjust" when unnecessary.
