in case this is helpful, I also tried starting pinfo with LANG=en_IN;pinfo . No luck. Created attachment 234011 [details, diff]
Setting GROFF_NO_SGR in pinfo's environment
Probably a crude hack, but no worse than how pinfo "does" manual pages in the first place. Please see if this fixes the issue for you.
