You are right this version should have been stabilised before. I am not sure if the subslot operator is required a conky should work fine with libical-2 and libical-3.
It will work with both that's not the point; stable conky[ical] links to libical.so.2, but that soname is bumped to .3 when dev-libs/libical-3.0.x is being stabilised, leaving preserved-libs around. You are supposed to use := slot operator to trigger auto-rebuild by that libical subslot bump.

I guess people already having r4 installed need to run revdep-rebuild to fix linkage?
