TFTP-HPA does not store files, which do not exist on a server...read the last
posts: http://forums.gentoo.org/viewtopic-t-210901-highlight-tftp.html
For me, it has the same error:
tftp> put test
Error code 1: File not found

Mass re-assign; this ebuild seems unmaintained.

I found the error: you need to add the "-c" switch in /etc/conf.d/in.tftpd !

-c     Allow new files to be created.  By default, tftpd will only allow upload
of files that already exist.  Files are created with default permissions
allowing anyone to read or write them, unless the -p or -U options are specified.

I think this should be the default, as most people want an tftp server to backup
router config files etc.
