I compiled kde-base and kdelibs after including lame in USE (make.conf) but I still 
cannot use the KDE built-in MP3 encoding. I does not show up as an option when I try 
to rip a CD -- only ogg encoding shows up.

I apologize for ngelecting your report for so long. Assuming the problem persists, let's try to  analyze it.  Which version of media-sound/lame do you have? Also, attach your config.log (from  /var/tmp/portage/kde-base-2.2.2-r2/work/kdebase-2.2.2/), to see whether configure found lame in the first place. Also, please send me the output of ldd /usr/kde/2/lib/kde2/
