The package net-dialup/ppp-2.4.3-* delivers a PPPoATM plugin which is 
correctly built by emerge, but it is not installed at all.

Reproducible: Always
Steps to Reproduce:
1. Just 'emerge --update ppp'
Actual Results:  
Everything fine but not pppoatm.so plugin

Expected Results:  
A /usr/lib/pppd/2.4.3/pppoatm.so file and a symbolic reference to it in 
the /etc/ppp/plugins directory
