We talked on IRC and Christian promised to increase the amount of his contributions in the coming months. Bug closed.
As Christian hasn't used his commit privileges in a long time, I've talked to him and he agreed to lose his gentoo-x86 access and remain as a staffer. @recruiters: Please remove his access to gentoo-x86.

I'm reopening the bug to check what to do about the packages that Christian is the upstream. I've reassigned the PERL bugs back to the perl team, but that leaves app-portage/autounmask, app-portage/demerge and dev-perl/PortageXS. Christian, would you be interested in having a proxy-committer?
