ebuilds with a SRC_URI starting with "mirror://debian" regularly break. The
Debian project regularly removes packages they deem outdated from their mirrors,
regardless whether gentoo still uses them. AFAIK, there is supposed to be a
whitelist prohibiting this, but either package maintainers regularly forget
about it or Debian ignores it frequently.
Right now, debianutils_2.13.1.tar.gz does not exist on debian mirrors any more.
As this happens frequently (see e.g. bug 21142 bug 26274 bug 80047 bug 86521 bug
81490 bug 70274 bug 89511 bug 33349 bug 82321 bug 10603 bug 26539 bug 18337), I
think that this should be considered to be a bug the way gentoo relies on
mirrors that needs a permanent fix instead of fixing millions of bugs caused by
